Coils be replaced by a 12V source powered? I can not imagine it would 120Vac, .. in case of failure

You are always in the line voltage. The older (back to the original) mechanical thermostats used. New thermostats use of solid control microprocessor internal state eliminated (the on / off-click function included on closing and is transformed, after ten hours).

I have never seen a low voltage in the United States, either in person or by reading technical books about them. If they low-voltage transformers were needed - a look at it and see that there is no transformer.
The heating cables (resistance) are fed with DC. Heat-setting is by the length of the heating wire with a series of parallel switches done. At least the way that it is in the cheaper models. Some more expensive models use low-voltage transformers and the use and taps on the transformer and some have thermostats.
